I am sure it is mis-attributed. I confess that part of my motivation here is to try to respond to the steady stream of snide comments that have been leveled at tomography the past few years, including by anonymous NSF reviewers who seem to disregard the cited refereed publications. A sensible debate seems non-existent. (I fully admit, however, that this frequently occurs to almost all proposals to NSF.) The misattributed quote merely offered me an opportunity to urge people to take tomography a little more seriously; there are plenty of people who hold the opinion given in that quote. NSF has funded no field work using tomography since the 1989 Greenland Sea experiment - that would be a decade ago (someone please correct me if I am wrong). I agree that tomography should be cheaper; this is a problem with the present system (now over a decade old) rather than a problem inherent in the method, it seems to me. I know nothing of hardware, however.
